He previously worked as a senior analyst in the securities division of the AMF and as Vice-President, Mines and Geology for Argex Titanium. He has also been entrusted by SGS Canada (Geostat) with several mineral resource estimation mandates, including precious metals and strategic metals. He began his career in 1997 with Falconbridge Ltd. where he was responsible for several mineral exploration programs in Québec and Labrador.

Frank Mariage is recognized in Canada as a leader in mining law and in the practice of natural resource law by such organizations as The Best Lawyers in Canada, Who’s Who Legal Canada, Chambers Canada and LExpert in various capacities since 2011. He has also worked on international projects.
Frank Mariage is very active in Québec where he presided over the Association de l’exploration minière du Québec (AEMQ) from 2014 to 2018. He sits on a number of boards for mining companies, has been a member of the advisory board for the TSX Venture Exchange since 2013, and is frequently invited to speak at conferences.
Frank Mariage earned a Bachelor of Law (1999) and a B.Sc. in Political Science (1996) from the Université de Montréal.

Serge Côtes, as an investment director, is responsible of the mining sector within the Fonds de solidarité FTQ since March 2018. From 2000 to 2004, he worked at the Fonds régionaux de solidarité FTQ, where he participated in the development and implementation of an investment strategy aimed specifically at public companies in the mining sector.

From 2004 to 2008, Serge Côtes was Investment Advisor at National Bank Financial and, afterwards, he had the opportunity to further his knowledge of mining taxation at Deloitte, from 2008 to 2011. From 2011 to 2013, he held the position of Chief Financial Officer at Ressources Pershimco inc., a mining exploration company with advanced exploration projects in Canada, Mexico and Panama. In 2013, he returned to the Fonds régionaux.
Very active in the last 15 years with mining companies, he had the opportunity to get involved in significant financing transactions and therefore deepen his understanding of the mining sector and capital markets.
Mr. Côtes holds a Bachelor of Business Administration (B.B.A) from Université Laval and is a member of the Ordre des comptables professionnels agréés du Québec (Québec Chartered Professional Accountants Order).

Julien Delisle holds a master’s degree in economics from the Université de Sherbrooke. Since 2023, he has held the position of Managing Director of Economic Development at the Ministère des Finances du Québec.

In this capacity, Julien Delisle participates in developing the Government of Quebec’s various economic strategies and analyzing economic projects.
Mr. Delisle monitors mining sector files as part of his duties. As such, he is responsible for the Fonds du Plan Nord, which receives the majority of its revenues from the tax benefits of mining projects on the Plan Nord territory, and he is involved in developing economic projects related to the mining sector.
Since 2010, he has held various positions at the Ministère des Finances, particularly in relation to economic forecasting, the Quebec mining tax system and corporate taxation.

Annie Dutil was Vice President and Corporate controller at Nomad Royalty Company Ltd. and has held a number of positions at PricewaterhouseCoopers LLP, including a role as director where she has led the Capital Markets and Accounting Advisory Services group in Montréal.
In her current and previous roles, she has assisted several companies in their capital markets activities, including initial public offerings, financings, cross-border transactions and complex accounting and regulatory matters.
She serves as a member of the board of directors of Midland Exploration Inc. and is the co-founder of the Montreal chapter of Women in Mining.

Jean-Pierre Janson joined Richardson GMP in January 2005 as Managing Director, National Wealth Management. As such, he oversees the development of branches nationwide, and seeks new opportunities to bring some of the industry’s Top Investment Advisors to the firm. In addition, Mr. Janson also serves on the Richardson GMP’s executive committee and in that capacity works closely with the Executive Management Team on the firm’s strategic direction.

Jean-Pierre Janson was previously Managing Director of CIBC Wood Gundy Financial Services (Eastern Canada Region) and held senior management positions with both Merrill Lynch Canada Inc. and Midland Walwyn Inc. Having built a reputation of trust and respect during more than 30 years in the financial services industry, Mr. Janson continues to demonstrate his involvement through Richardson GMP Limited. Benoit Lafrance holds a doctoral degree in Mineral Resources from the Université du Québec à Chicoutimi (UQAC) and is a member of the Ordre des géologues du Québec. Since 2019 he has been Director of the Consortium de recherche en exploration minérale (CONSOREM) and associate professor at UQAC. Having worked in the world of research and exploration companies, he is strongly involved in the development of responsible mineral exploration in Quebec.

In addition to having been a researcher at CONSOREM from 2009 to 2012, Benoit Lafrance held positions as geologist at Géologie Québec and as geologist and Vice-President of exploration for junior companies in Quebec (Ressources Cogitore, Focus Graphite, Eureka Exploration, Ressources Tarku).
In his current and previous roles, he has contributed to the transfer of applied research knowledge to industry and has been involved in the technical and governance aspects of junior companies. He is a specialist in the metallogeny of the Abitibi, volcanogenic massive sulphides and critical and strategic minerals.
Recipient with the CONSOREM team of the Jean-Descarreaux prize from the AEMQ in 2011, he is also Director of the Saguenay – Lac-Saint-Jean regional mining consultation table and Director at the Saguenay section of the CIM.

Patrice ROY

Director of Geological Information and Promotion
Patrice Roy is director of geological information and promotion at the Ministry of Natural Resources and Forest (MNRF). In this capacity, he is in charge of managing geological information generated by geological surveys and mineral exploration work, of the promotion ot Quebec’s mineral potential and of public awareness on the mining sector.

Working in the mining sector for more than 25 years, Patrice Roy has been employed by the MNRF since 2001. He notably held the position senior editor of the Québec Plan for the Development of Critical and Strategic Minerals 2020-2025 and of Director of the Bureau de la Connaissance Géoscientifique du Québec. In this capacity, he was responsible for planning and implementing geoscientific surveys throughout the province.
Mr. Roy holds a Master’s degree in Earth Sciences from Laval University. He is a member of the Ordre des géologues du Québec. In the past, he represented the MERN on various boards of directors, including those of the Nunavik Mineral Exploration Fund, MISA and the NSERC-Agnico Eagle Industrial Research Chair in Mineral Exploration, as well as various national geoscience committees. He now represents the MRNF on the Board of Directors of the Consortium de recherche en exploration minérale (CONSOREM), is co-chair of the National Geological Survey Committee and is director of The Diversification of Exploration Investment Partnership (SIDEX Limited Partnership).
